The tournament starts with the top 12 teams in Africa and then play in brackets. On might think of the 55 counties which is close to the top 20% of the continent. We find that the are only 24 countries that are members of the rugby union that host the Sevens Rugby World Cup. The other 23 countries have teams but are not competitive enough or members and the other 8 countries do not have a team.
